July 2020 Meeting Minutes

Board of Trustees

09 July 2020

The North Arkansas College Board of Trustees met in regular session on Thursday, 09 July 2020 in the JPH Conference Room /zoom call on the South Campus. Chair R.G. Earnest called the meeting to order at 3:00 p.m. Trustees Kevin Cheri, Bill Lovell, David Evans, Chris McNew, Sarah Newman, Scott Miller, and Don Tomlinson were present.

North Arkansas College personnel attending included Richard Stipe, Rachel Nelson, Tavonda Brown, Dr. Rodney Arnold, Micki Somers, Rick Massengale, Jennifer Marshall, Dr. Jacqueline Kershaw, and guest James White with Harrison Daily Times.

Approval of Agenda

Chair Earnest asked if there were any changes to the agenda as presented. There being none, the agenda stood approved.

Regular Reports

Finance Report—Richard Stipe shared financials through June 30, 2020.

In the E&G fund, Richard Stipe began the finance review with good news; the state has restored the funds that were cut previously which gets recorded for the end of year fiscal year.  In the E&G fund, the total revenue for June preliminary was $14,507,097.  The Y-T-D tuition includes the, summer one revenue is at 94% of budget leaving the net gain ended at $1,223,086. He highlighted these numbers are the preliminary findings.  

Auxiliary: Total revenue ended with $1,285,079 of Y-T-D and expenditures ending at $1,455,958. This leaves the ending balance of the fund balance at $10,738. Book sales are doing well with June finishing at $842,629. Trustee Miller asked if the restored funding was included in this report. Richard informed the group that the funding is included in the current report.

President’s Report—Dr. Esters announced the enrollment is currently 6% below the 10% reduction planned. He predicts the enrollment will increase as we get closer to Fall semester.  Dr. Esters recognized Arvest Foundation donating $14,000 to Northark Foundation to cover testing expense for the nursing students. He praised Micki Somers, Brandon Cone, and Chandra Houston for their efforts of bringing the “Dare to Compare” to surface and the video campaign of Northark faculty/staff, and students to social media. He announced Advanced Manufacturing Center is back in progress.

Dr. Esters informed the group of Northark’s Fall 2020 Healthy Campus plan. The plan consist of the following: Northark employees have undergone COVID-19 training, classrooms seats are spaced six feet apart, many classes have been placed on a modified schedule to finish before Thanksgiving, entrances to the building will be limited, students and employees may be screened before entering buildings, laptops/hotspots will be available to students.  


Monitoring Report

Rachel Nelson presented the Enhanced Students Satisfaction report.  Rachel discussed the 2018-2019 graduate survey. The survey recorded total credentials conferred were at 722 and 547 total graduates. Graduates by credential obtaining employment are as listed: Certificate of Proficiency at 95.5%, Technical Certificate at 100%, and Associate degrees at 92.9%. Rachel ended with the Graduates employment and Education status; 286 are continuing education, 192 at full time employment, and 11 unemployed. She ended with stating 82% of graduates are working in their field of study.

Consent Agenda

The Consent Agenda included the June Regular Meeting Minutes and June Special Meeting Minutes. Chair Earnest asked for a motion to approve the Consent Agenda. A motion was made by Trustee Lovell, seconded by Trustee Tomlinson, and unanimously approved.

Trustee Lovell moved to adjourn the meeting. Trustee Tomlinson seconded the motion, which was unanimously approved.
