Special Board Meeting via Phone Conference

26 March 2020


The North Arkansas College Board of Trustees met in a special session on Thursday, 26 March 2020 in a phone conference. Chair R.G. Earnest called the meeting to order at 3:02 p.m. Trustees Kevin Cheri, Bill Lovell, David Evans, Chris McNew, Sarah Newman, Sarah Jo Fendley, Scott Miller, and Don Tomlinson were present.

North Arkansas College personnel attending included Don Sugg and Micki Somers, with guest James White from Harrison Daily Times.

Approval of Agenda

Chair Earnest asked if there were any changes to the agenda as presented. There being none, the agenda stood approved.

Consent Agenda

The Consent Agenda included the Policy: Working Remotely Emergency. Trustee Miller asked “if this will be an ongoing directive?” Esters stated the procedure is subject to change.  Chair Earnest asked for a motion to approve the Consent Agenda. A motion was made by Trustee Lovell, seconded by Trustee Evans, and unanimously approved.

Board Comments

Dr. Esters presented the Skills Guarantee:

As a demonstration of our confidence in the quality of our technical programs, North Arkansas College will issue a 100% Skills Guarantee for our graduates or students who have completed technical courses in 2020. This Guarantee is intended to instill confidence to employers that students affected by the March, 2020 shift in instructional delivery have attained all skills necessary to accomplish their job duties.

A claim may be filed by either the employer in conjunction with a graduate or student who has completed a course of study if the individual is unable to perform one or more of the competencies described in a course syllabi or description of a course for which they were awarded a grade of “C” or better during the Spring 2020 semester.

 If the claim is verified, the student will be retrained in those skills for free and as soon as possible but not longer than six months after the claim is filed (extenuating circumstances considered). In other words, if a student was awarded a grade of “C” or better in spring 2020, Northark will guarantee they know what they are supposed to know or we will re-train them for free. 

Trustee Fendley motioned and Lovell seconded the vote to support, and unanimously approved.

Dr. Esters stated we will be giving them information on Associate Science in Cyber Security and Associate Science in Data Science on the next meeting. 

Dr. Esters informed the Board of the $332,000 cut over the next three months from State. He has met with Don Sugg with the help of the sale of the Center campus and reducing all travel and food/beverages will help with the shortage to the budget.

Trustee Evans thanked Dr. Esters for keeping them informed. Trustee Earnest agreed with Trustee Evans and thanked Dr. Esters for his leadership to the college and the communication with them. 

Trustee Tomlinson moved to adjourn the meeting. Trustee Miller seconded the motion, which was unanimously approved.
